High View Park, also known as High View Park-Hall’s Hill, is an evolving Arlington community with a rich African-American history. It is bisected by Lee Highway with the smaller portion to the north of that road. That part of the neighborhood is known as the original Hall’s Hill. The larger area extends as far south as 17th Street, with N. Glebe to the east and George Mason Drive to the west. High View Park-Hall’s Hill dates back to the post-Civil War era when it began residential development as a community for freed slaves. In that regard, it shares a similar history with Nauck and Johnson’s Hill/Arlington View. The oldest remaining properties in the neighborhood date back to the very early 1900s with construction increasing from around 1915 to around 1941. The late 1930s also saw a number of garden-style apartments built, as well as some duplexes.

After a pause for the World War II years, home-building resumed, tapering down by the 1960s. That said, development has never totally ceased here. Newer condos and townhouses for sale have cropped up during the modern era, as have a number of tear-downs, resulting in custom homes. Additionally, many of the old war-era apartments have converted to condos.
Up until the mid-1940s, many of the streets in High View Park-Hall’s Hill were unpaved. The area was also lacking in public works, as well as being segregated. In fact, a 7-foot cement wall ran along the 17th Street border, separating the community from the adjacent neighborhood of Waycroft-Woodlawn, which was whites only at the time. Remnants of that crumbling wall exist today—a stark reminder of a divided era.
Today, the neighborhood is more diversified, although sharing a communal sense of pride and respect for its legacy. The past is also honored at Gateway Park along Lee Highway, with “memory bricks” inscribed by local businesses and families.
