This is an area rich in history, dating all the way back to colonial plantation days. During the 1800s and early 20th century, it was also closely associated with Green Valley’s predominantly African-American population. A new chapter in development occurred during the lead-up to America’s involvement in World War II. In 1940, developer Paul Stone built a 537-unit garden-style community comprised of 66 three-story brick buildings in the Colonial Revival style. The purpose, similar to other parts of Washington DC Metro, was as apartment rentals for defense workers. The development was named Arna Valley.
The end of the war brought some additional construction, including modest cottages and duplexes. By the 1980s, the onetime war housing project had transitioned into low-cost housing community with a primarily Latino population. By the late 1990s, the nearby Rucker and Arna Valley View apartment complexes were also built. An extended tenant battle ensued when investors sought to redevelop the various apartment complexes. More recently, compromises have been reached, with the Arlington Partnership for Affordable Housing (APAH) purchasing the 191-unit Arna Valley View complex.
